演講摘要:
How might we characterize labor politics in 21st century China in contrast to its 20th century counterparts? Whereas Western countries pursued class compromise as an effective means of containing expansive labor unrest, in the late 20th century, militant labor movements in places such as Brazil, South Africa, and South Korea played a decisive role in bringing about regime change and democratization. But neither of these two historical trajectories (reform or regime change) accurately reflect China’s contemporary reality. In contrast to earlier labor movements, we find that in China worker struggles remain largely contained to the firm level, that robust systems of industrial relations have not emerged to mediate conflict, and that auto workers have not played a role in leading broader political transformations. Although China now has more strikes than any other country on earth, I characterize 21st century labor politics in China as fractured militancy – workers are indeed militant on the shop floor, but their organizational and political weakness renders many victories ephemeral. Under Xi Jinping, the state has only become more hostile towards labor, and the seeming advances of the Hu-Wen era appear to be receding. But while workers are not able to exercise coordinated political power, the state is simultaneously unable to tame or co-opt expansive labor unrest.

加州大學柏克萊分校社會學博士,現為康乃爾大學 International & Comparative Labour助理教授。2014年出版專書 Insurgency Trap: Labor Politics in Postsocialist China。研究領域為中國、發展、全球化、社會運動、理論、都市化、工作與勞動。
